The only ones bleating about this are those Clubs in fear of not getting a CL place, even United ,not just because of City, but if other rich people want to buy a Club, they would not be allowed to break into the cartel that Arsenal,United,Liverpool want to create. Now they have done a deal with Chelsea that allows Chelsea to keep their place in the cartel in return for their vote. Well if they just want just one winner every year then they are about to vote for it and it will be as boring as in Spain. Here end etch football as we know it, fair play has nothing to do with it.
